How to Make It
Step 1
Using a serrated peeler, peel rind off oranges, avoiding all white pith. Arrange rind in a single layer on a double layer of paper towels; top with an additional paper towel. Microwave at HIGH for 1 to 2 minutes or until completely dry and crisp, checking every 30 seconds (watch closely for burning). Cool completely.
Step 2
Place rind in a coffee or spice grinder; process until ground. Add sugar; process until very finely ground.
